Taylor Garner is a Senior Associate at Luminary Labs. She brings experience working across government agencies, multilaterals, NGOs, and development banks to support complex programs in the U.S. and abroad. Her work centers cross-sector collaboration and helps organizations navigate evolving priorities with thoughtful strategy, strong stakeholder engagement, and practical implementation.

Prior to joining Luminary Labs, Taylor worked with the United Nations and the U.S. Agency for International Development (USAID) on urban development, sustainability, and inclusive governance initiatives. She advised local governments on integrating environmental, social, and governance metrics into public policy and capital planning; supported public-private partnerships to strengthen municipal governance; and helped secure funding to expand development opportunities in low-income countries. She also designed and facilitated peer-learning initiatives and worked to ensure historically marginalized communities were meaningfully represented in planning and decision-making processes.

Taylor holds a Master of Public Administration in Development Practice from Columbia University, where she was a Donald M. Payne Fellow with USAID. She also earned her bachelor’s degree from Elon University, where she conducted undergraduate research on women’s experiences during political conflict. Outside of work, Taylor enjoys hiking, surfing, skiing, and rock climbing, and is currently attempting to keep an ever-growing collection of herbs alive.
