Emma Stevens is an Associate at Luminary Labs. She brings expertise in public-sector workflows, stakeholder engagement, and interagency collaboration. Emma excels at identifying problems, achieving consensus, and mapping the pathway to an actionable solution.

Prior to joining Luminary Labs, Emma worked at the Partnership for Public Service in leadership development, government innovation, and AI integration. She most recently managed the AI Government Leadership Program, working to educate government leaders around evolving AI opportunities, strategies, and workforce readiness. She supported the expansion of the program to a broader audience and led a curriculum redesign to generate a more evergreen program based in a rapidly-maturing sector.

Emma holds a Bachelor of Arts in International Affairs with a focus in international environmental studies and sustainability from George Washington University, where she graduated magna cum laude. Outside of work, Emma can be spotted reading in Riverside Park, playing beach volleyball with friends, or experimenting with a new art project — most recently, jewelry design.
